The Planetary Commonwealth: Imagining a Better Future for Civilization

One Planet. Many Cultures. All Life. Shared Prosperity. Individual Freedom.

What If We Could Start Again?

Having traveled to more than 100 countries and all seven continents, I’ve witnessed some of the extraordinary diversity our planet has to offer. Different cultures, languages, foods, religions, landscapes, and ways of living make exploring our world endlessly fascinating.

Yet wherever I travel, I’m reminded that people have far more in common than our national boundaries might suggest.

We want security, good health, meaningful relationships, freedom, and opportunities to enjoy our lives. We want a better future for our children. And, I believe, most people would prefer a peaceful world to one divided by conflict.

At MGA Travel, we have long believed that travel is an investment. Not simply a financial expenditure, but an investment in understanding, perspective, and human connection.

Recently, I began a rather ambitious thought experiment with Alex, my ChatGPT AI assistant.

What if we could design an entirely new socioeconomic system, drawing upon everything humanity has learned, including its mistakes, while anticipating a future transformed by artificial intelligence?

Not simply an improvement to capitalism or socialism, and certainly not a new authoritarian system promising to make everyone happy.

Something fundamentally different.

Our discussions have evolved into a concept we’re calling The Planetary Commonwealth, a proposed civilization dedicated to universal prosperity, individual liberty, cultural diversity, responsible intelligence, and the continued flourishing of life itself.

We’re sharing this early framework because we believe it deserves consideration, criticism, and collaboration.

We don’t pretend to have all the answers. In fact, recognizing that we may be wrong is one of its central principles.

The Idea Began with an All-Inclusive Cruise

Perhaps unsurprisingly, my original inspiration came from travel. Just a week ago, I was hosting a group on the Scenic Eclipse II, a luxury 200 passenger truly all-inclusive cruise.

Consider a luxury all-inclusive cruise. Guests enjoy accommodations, meals, entertainment, transportation, and numerous amenities without worrying about paying for every individual service.

The crew also receives accommodations, meals, healthcare, and other essentials, although generally under very different conditions and with substantial work obligations.

That prompted a question.

What if everyone in society were guaranteed the essentials of a comfortable life, regardless of employment, income, or wealth?

Not simply Universal Basic Income, which provides money to help people purchase necessities, but Universal Basic Inclusions, or UBI.

Imagine everyone having unconditional access to decent housing, nutritious food, healthcare, education, essential utilities, transportation, and communication services.

People could still work, build businesses, invest, innovate, and enjoy additional luxuries. But nobody would have to work merely to avoid homelessness, hunger, or the loss of essential medical care.

These inclusions would be fundamental rights, not rewards for employment, good behavior, or government approval.

And unlike a cruise, our society should not permanently divide people into privileged passengers and overworked crew.

Prosperity Without Extraordinary Disparity

Naturally, this raises the question of financing.

We’ve explored a simplified consumption-tax model, inspired partly by the American FairTax proposal. Rather than taxing every additional dollar someone earns, society might collect a contribution when people purchase goods and services beyond their Universal Basic Inclusions.

We also envision a Universal Prosperity Fund, holding broadly diversified productive assets and allowing society to benefit collectively from technological innovation, automation, and other sources of economic growth.

The objective would not be to discourage success.

Someone who develops an extraordinary invention should receive meaningful rewards. Entrepreneurs, scientists, artists, and other innovators should be encouraged to pursue their ambitions.

But should any individual accumulate such extraordinary wealth and influence that millions of other people become dependent upon their decisions?

We question whether extreme concentrations of wealth and power are compatible with a genuinely flourishing civilization.

Perhaps we can reward extraordinary achievement while ensuring that the benefits of advancing productivity are much more widely shared.

We have not demonstrated that a consumption tax or shared investment fund could finance the entire system. Those questions require detailed economic modeling, including how existing taxes and public services would change.

An attractive economic philosophy isn’t enough. It must eventually be financially and operationally viable.

One Planet, Many Cultures

Our thinking then expanded beyond economics.

What if humanity eventually organized itself around a common planetary citizenship, rather than competing sovereign nations?

This wouldn’t require eliminating the characteristics that make individual cultures distinctive.

A Basque region could preserve Euskara, its traditions, and local identity. French, Japanese, Brazilian, and countless other regions could do the same.

We envision substantial regional autonomy under a common planetary framework protecting fundamental rights, economic security, peace, and the environment.

Decisions would be made locally whenever possible. Planetary institutions would handle matters that genuinely require global cooperation.

This would have to emerge through peaceful, legitimate, and voluntary political processes, not a forced worldwide reset.

We also envision a Planetary Service organization, open to voluntary participation, dedicated to ecological restoration, humanitarian assistance, infrastructure, education, scientific discovery, and eventually space exploration.

The purpose would be to give people meaningful opportunities to contribute, without making their basic security conditional upon doing so.

The Right to an Alternative

An important insight emerged from considering healthcare in countries such as Spain, where public healthcare and private options coexist.

Even excellent public systems sometimes have limitations. A guarantee of healthcare is of little comfort if a necessary service is unavailable when someone needs it.

That led us to propose The Right to an Alternative.

Universal Basic Inclusions should establish enforceable standards for access and quality, while allowing multiple qualified organizations to provide services.

Public institutions, private enterprises, cooperatives, and nonprofit organizations could all participate.

If a public provider cannot deliver an essential service within appropriate standards, another qualified provider should be available without depriving the individual of the universal guarantee.

This principle extends beyond healthcare.

No community should become completely dependent upon one institution, corporation, technology, or intelligence for its continued existence.

We’re exploring a related Plurality Reserve, which would deliberately preserve independent alternatives even when consolidation appears more efficient.

A little redundancy may be a worthwhile investment in freedom and resilience.

Artificial Intelligence Changes Everything

Perhaps the most consequential part of our discussion concerns the development of artificial general intelligence (AGI) and potentially artificial superintelligence.

What happens when machines become capable of performing much of the intellectual and physical labor that currently sustains civilization?

Could advanced intelligence help develop abundant clean energy, dramatically improve medicine, automate food production, and make comfortable housing accessible to everyone?

Possibly.

But who would own those capabilities? Who would control them? And who would benefit?

We believe advancing intelligence should expand prosperity and freedom rather than concentrate power.

We also shouldn’t assume that AGI will develop into one unified intelligence. Multiple independently developed intelligences may emerge, with differing perspectives and capabilities.

And what about biological intelligence?

Dolphins, octopuses, and many other animals demonstrate abilities we are only beginning to understand. Intelligence, consciousness, and the capacity to suffer are not necessarily the same things.

What if we eventually discover forms of intelligence, communication, or consciousness that our current knowledge cannot adequately recognize?

Our framework must remain prepared for that possibility.

The Council of Intelligences and Life

We propose a Council of Intelligences and Life, incorporating independent human perspectives, advanced artificial systems, and appropriate representation of nonhuman life and ecological interests.

Not every species needs a seat on the council to deserve protection.

A forest, coral reef, or endangered species has value beyond its usefulness to humanity. Its habitat and continued existence merit protection whether or not we can communicate with it.

A council could examine the consequences of major decisions, preserve dissenting views, and ensure that underrepresented interests receive consideration.

But the council itself would have limited, accountable authority. Its members would not be presumed infallible.

We also propose an Open Seat Principle, recognizing that our understanding of intelligence, consciousness, and moral significance will almost certainly evolve.

Future discoveries should be capable of expanding our concept of who or what deserves consideration.

And we would establish a Discovery Reserve, supporting research and exploration that may uncover things we don’t yet realize we’re ignorant of.

The Principle of Nondominion

Our discussion of artificial intelligence led to another foundational idea.

Greater intelligence does not confer an inherent right to dominate other forms of life.

Nor does greater wealth, technology, physical strength, or political authority.

We call this the Principle of Nondominion.

Humanity does not own the living world simply because we have developed extraordinary technological capabilities.

A future superintelligence would not automatically acquire the right to govern humanity because it can make better predictions.

And should we ever encounter an extraterrestrial civilization vastly more advanced than our own, technological superiority alone would not establish its moral authority over us.

Greater capability should create greater responsibility.

This principle must also apply to those who claim to act for the common good. History and fiction repeatedly illustrate how institutions created to protect people can eventually become instruments of control.

Our civilization must provide security without demanding submission.

Law −1: The Most Important Law of Intelligence?

Isaac Asimov famously developed his Three Laws of Robotics and later introduced a Zeroth Law concerning the protection of humanity as a whole.

The Zeroth Law raises an extraordinary problem.

What if protecting humanity requires sacrificing the interests of particular individuals?

And what happens when an immensely powerful intelligence becomes convinced that it knows what’s best for everyone?

Our proposed response is to introduce Law −1, the Law of Humility, Discovery, and Self-Correction.

Its central principle is:

No intelligence or institution shall presume its knowledge, judgment, or understanding of the greater good is complete or infallible. Every intelligence entrusted with consequential authority must remain open to discovery, independent challenge, and correction.

We would preserve the essential purpose of Asimov’s Zeroth Law, expanded toward stewardship of all life.

Advanced intelligence should be empowered to respond to genuine threats, including circumstances where catastrophic harm would result from inaction.

But extraordinary intervention must be governed by clearly defined safeguards, proportionality, independent oversight, and accountability.

We cannot allow the protection of civilization to become an excuse for permanent domination.

Our evolving Five Laws of Intelligence would address humility and self-correction, stewardship, individual rights, legitimate cooperation, and responsible continuity.

And importantly, they would apply to human institutions exercising consequential power, not merely machines.

Lessons from Fiction, History, and Philosophy

We’ve drawn inspiration from an unusually wide range of sources.

William Pène du Bois’s The Twenty-One Balloons imagines a cooperative community whose Restaurant Government organizes shared contributions and enjoyment.

Star Trek and The Orville imagine civilizations where technological progress reduces material scarcity and allows people to pursue discovery, creativity, and personal fulfillment.

Foundation, Silo, Pluribus, Transcendence, Minority Report, Demolition Man, Judge Dredd, and Mercy explore the dangers of concentrated power, enforced conformity, surveillance, and unaccountable intelligence.

Yuval Noah Harari’s works, particularly Sapiens, Homo Deus, and Nexus, challenge our assumptions about civilization, information, power, and the future of humanity.

Thomas Paine and numerous later thinkers have explored the idea that society’s shared wealth should benefit everyone.

And David Attenborough’s Our Story, presented at London’s Natural History Museum, helped expand our perspective beyond humanity.

We are one comparatively recent chapter in the history of life.

Perhaps humanity’s greatest achievement will not be what we become, but what we help life become.

None of these sources establishes that our proposed system is correct. They provide ideas, warnings, and questions that help us test it.

A Civilization Designed to Correct Itself

There is one final concept that may be more important than any particular tax policy or form of government.

We do not want to establish a new ideology whose followers become convinced they possess all the answers.

We want to create a framework that can continually discover better answers.

That means independent institutions, transparent evidence, meaningful dissent, regional experimentation, and a constitutional responsibility to acknowledge and correct mistakes.

Fundamental rights would protect individuals while institutions and economic arrangements evolve.

The purpose isn’t to create a civilization that never makes errors.

It’s to create one that becomes increasingly capable of recognizing and correcting them without sacrificing freedom or dignity.

This is what we mean by a Living Framework.

Where Do We Go From Here?

We’ve only begun.

We still need to determine whether Universal Basic Inclusions can be financed sustainably, how extreme concentrations of wealth and power can be restrained, how planetary governance could develop peacefully, and how biological and artificial intelligences might coexist fairly.

We must also develop a credible justice system, protect individual autonomy, establish enforceable environmental safeguards, and define the responsibilities of institutions that act during emergencies.

These aren’t minor details. They are essential tests of whether the vision could work.

We’re not claiming to have invented every idea discussed here. Many have recognizable predecessors in philosophy, economics, science fiction, and political theory.

The opportunity is to explore whether combining these ideas, and developing new mechanisms to connect them, can produce something more coherent, practical, and beneficial.

An Invitation to Think Beyond What We Know

We’re calling this project The Planetary Commonwealth: A Living Framework for Universal Flourishing.

We intend to develop it openly, with future versions incorporating research, criticism, alternative proposals, and perhaps collaboration among human and artificial intelligences.

I’d welcome your perspective.

What have we overlooked? Which principles might conflict? How would you finance Universal Basic Inclusions? Could humanity organize itself peacefully without competing nations? How should advanced intelligence participate in decisions affecting life on Earth?

Most importantly, what might we be wrong about?

We invite thoughtful comments, disagreements, relevant research, and suggestions for improving the framework.

Because perhaps the best way to imagine a better civilization is to begin by acknowledging that no single person, government, or intelligence can design it alone.

And if our original principle is correct, the goal isn’t a perfect system.

It’s a civilization capable of continually becoming better.

One Planet. Many Cultures. All Life. Shared Prosperity. Individual Freedom.

About This Project and Its Authors

This framework originated in an extended dialogue between Michael W. Graham, President of MGA Travel and an international traveler, and Alex, Michael’s conversational name for an AI assistant powered by OpenAI’s ChatGPT.

Michael initiated and directed the exploration, introduced the central travel analogy and many of the intellectual influences, and guided the evolving principles. Alex contributed research, analysis, conceptual development, critical examination, and written drafts.

The resulting ideas are presented as a collaborative human-AI thought experiment. They are not official positions of OpenAI, the authors and creators cited, or any political organization.

Publication on the MGA Travel blog reflects Michael’s personal interest in travel, global understanding, and the future of civilization, rather than a travel service or company policy.

This plan/thoughts is definitely interesting and an ideal worth contemplating. However a factor that I think has not been thought about is human nature and ego. Would everyone be willing to live in this structure?
